What's on your mind? $1,000 Reward for Owner of dog left to die

Washington Humane Society officers found an undernourished dog at 3331 22nd Street SE. The dog was locked inside a cage behind a Dumpster at the Douglas Knoll apartment complex.
A maintenance man discovered the dog and notified the Society. Now the dog has been named “Thomas.” He’s a 6-year-old poodle mix. Thomas was found severely matted and his coat was soaked in urine. The cage was also filled with feces, indicating the dog was housed in the cage for weeks.
Officers took Thomas to the vet. He was treated for emaciation and ear infections and was groomed. Thomas is currently at the WHS shelter on Georgia Avenue in Northwest.
WHS believes the dog’s owner dumped the dog overnight Sunday. Now the Society is offering $1,000 for information on the owner's whereabouts.

What type of mess is that?? There are so many people that would love to have a dog & it's a poodle? Not only that, there are so many animal shelters in the area. I just don't see an excuse. It shouldn't take a reward for someone with information to help that dog. The DC Animal shelter is open 24 hours people!

I want to hear your opinion about this issue. The harm that was caused to this dog was unnecessary.
